Frozen Storm is most broken IMO.

Draining Destruction isn't too bad as it's a Normal Spell, but Frozen Storm is the worst, without a doubt. It's a 1-card OTK if your opponent controls no monsters and has no defences. Pot of Unfairness is a more broken Reckless Greed.

There is no "priority" to ban. It's not like Konami is only allowed to ban 1 card per format. They're ALL bannable, and thus if we are to assume that they WILL be banned at some point, then they would be banned SIMULTANEOUSLY at the next available time, i.e. March or September.
