[spoiler=Lore] When this card is Normal Summoned, place 2 Mask Counters on this card. When this card is targeted by a card effect, you can remove 2 Mask Counters from this card to negate the effect. If this card has no Mask Counters on it, you can Tribute this card to discard your hand and add the same number of cards discarded by this effect from your Graveyard.

This card cannot be Set. Once Per Turn, you can add 1 card from your Graveyard to your hand, then Shuffle your Deck. If you activate this effect, skip your next Draw Phase. When this card is sent to the Graveyard by a Trap Card, both players Shuffle their Decks and draw 1 card.

Creator's card is a bit overpowered. You can basically recycle any card you choose from your Graveyard. I just don't think the cost is enough, but you have to draw eventually, right? ><

 

Fusion's card is way overpowered, IMO. Or maybe I just need to get back into the game more. If I read it correctly, it can stop effects which is nice, but then you can add multiple cards to your hand from the Graveyard, all by just discarding your hand? It's basically like constructing your own hand from lost cards... However, the effect to activate his recycling effect is a bit situational, and it does nothing in the early game.

 

Creator gets my vote. Both of the cards are certainly inventive. :D

This is a hard decision for me. I looked at both and first thought was "omgbroken" for both but then I looked again and saw neither was that bad.

 

They do have effects that could be rather over powered in the right situation.

 

Fusion's: It requires a tribute and has 2100 ATK. It's not that hard to summon, not too strong so won't survive battles against synchro crazy decks or lucky opening hands. It does have effect protection. From just that card on its own I can't see why 2 counters have to be added/removed for the effect if the counters only purpose is to ditch them all and let the second effect become available. The second effect if you get there is what's overpowered. Essentially Card Destruction only for you and you get to pick your favorite cards from the grave. Depending on how your hand and grave are looking that could be anywhere from game-breaking to just letting you live another turn. It doesn't seem like it's too far from being balanced it just needs minor tweaking on how many cards it can take from the grave or something.

 

Creator's: I like the second part of the effect where if a trap destroys it both players get a card. The first part seems rather useful, potentially over powered but the one card at a time and skipping your draw phase seems to balance that out. Now it seems you'll want to continually activate its effect because you want to avoid the one turn of not getting a card added to your hand if you can. This effect is mostly balanced by luck and the timing of the duel. Nothing good in the grave, it's a liability due to low ATK. Late duel where key cards are in the grave, this would be your best friend. The way duels tend to go I can't imagine this card staying out long enough to activate more than once or twice unless you've got some nice protection set up for it so that helps with the balancing.

 

My vote: Creator's card. It's balanced a bit better in my opinion. Though as Clair said both do seem inventive.
