Well, Lelouch had better tactical and organizational skills, but often lacked the resolve to put them to use. On the other hand Light was completely cold-hearted, and used everything and everyone to achieve his purpose. On top of that his micromanaging skills were top-tier. Unlike Lelouch, who often found his plans crumbling around him and displayed his prominence by formulating new plans in an instant, Light had more long-term insight, but proved incapable to cope with fast-paced situations. I'd say both were about equal in their manipulation skills, Lelouch going as far as to predict how a conversation would go and videotape his side of it, making it look completely natural, and Light even manipulating a shinigami into killing herself to further his plans. One of the main differences and the reason we can't extrapolate direct comparisons is that Lelouch' plans involved manipulating a lot of people and using grand schemes, while Light's plans were precise and only involved himself, his enemies, and a few well-placed pawns. The downfall for both seemed to be the unpredictable actions or incompetence of their 'comrades'. Personally, though, I stand for Light.
