As long as this card remains face up on your field, your opponent cannot select another level 4 or lower Aqua-Type Monster you control other than "The Fortuitous Jelly" as an attack target. If this card is destroyed by battle, increase the ATK and DEF of all Aqua-Type Monsters you control by 400 until the End Phase of your next turn.

When you take Battle Damage, you can Special Summon this card from your Hand. You can Tribute this card to select 1 monster you control and double it's ATK. The selected monster is destroyed at the End Phase.

I go for Card B, seeing it fulfills the requirements a bit better, while Card A doesn't fulfill them so well, along with I find Card B more usable in majority of Decks, seeing Card A would only be used in Decks based with Aqua-Type monsters and whatnot.
