Here's the breakdown for this. Best three action animes will move on to the next round, best five fantasy animes will move on to the next round, and best 4/7 supernatural anime will move on as well. I think that's how Jord planned this.

What is Higurashi anyway?

An anime/manga/non-animation movie/novel about a very miniature village named Hinamizawa in Japan. There's a festival called Watanagashi every June, and since "5 years ago", every year, one person is murdured and one person dissapears on the day of the Watanagashi (literally means "To let the intestines flow"). The story revolves around the mystery of the Watanagashi murders and the Oyashiro-Sama (Yashiro means "shrine" or "temple", while "o" and "sama" are words that are used against higher beings), a divine being worshipped by the shrines in Hinamizawa that is said to curse enemies of the village and worshippers.

Maybe because One Piece was more fun and had less killing than Bebop.
