Is there a real legitimate reason why these both are still limited (Honestly, these are too slow these days to be of use)?
Canadian
It's because @1 it's pretty inconsistant. Three would be a bit overkill IMO. It would also slow the hell out of such a fast paced game.
J-Max
If set up early with good S/T support, they can be a right pain to get rid of. Being Traps makes them a little to slow though.
Legend Zero
Put @2 for a format to see how things go. I don't think it'd be that bad.
TheTurtleOnceCalledGod
TBH, the game kinda needs to slow down, true people don't like to even reach past turn 2, but still, it would give less broken decks a chance. Also, there are so many spell/trap negation and/or destruction cards out right now, that it wouldn't hurt to put gravity bind to 2. Wall of revealing light, on the other hand, could be abused in certain scenarios, its fine at 1.

Dr. Cakey
We have plenty of attack-blocks. These, Level Limit, Swords, Nightmare's Steelcage, The Dark Door/Scrap-Iron, Red Screen of Red, bla, bla, bla... Imperial Custom also makes good Continuous Traps easy to abuse. Zeppeli Gyro Supreme
I believe the main reason they're at 1 is so that there can't always be one on the field. Especially now with Heavy gone, the chances of a deck running enough removal to get rid of 2 GB's and a Level Limit so that they can attack isn't all that high. Disregarding current Meta and special circumstances.
DARKPLANT RISING
IMO this is better. ...Wait, they're all supposed to be ran in the same deck. ...Wait, Wall of Revealing Light isn't. Stall is underpowered right now, but it's very easy for it to become a Tier 1 or Tier 0 if the right wrong cards are released/unbanned/etc.
King of Nothing
Gravity @2 would be fine. Absolutely fine. It'd be great support. After all, I wouldn't run one gravity bind, but I would run 2. This format really needs to slow down a bit.
Great Unclean One: VK
There are two type of people in YGO. Those who say slow games are unfun and unwanted, and always going for efficient ways to win and derive fun from only winning by having the best cards. and those who say fast games are unfun and unwanted, and always goes for fun and sometimes unefficient ways to win and derive fun from the general experience. Personally, I miss the old days when it was nothing but interesting beatdown. Before all the broken combos. But nonetheless, we continue. Anyhow, Grav should be at 2 and same as Wall. They can slow down the game alot, but due to hardly any abuse and due to the abundance of S/T destruction, they should be fine.

Basically, decks that behave like slower Tier 1 decks are the most fun for both players. X-Sabers without TCG exclusives, for example. Blackwings without Oppression and Vayu. Crystal Beasts (sorry). Karakuri. Flamvell (Ignoring Rekindling). There are others, I just can't think of them right now.
