In terms of effect itself, Hila would get it... Synergy's effect is OP'd IMO

you didn't set a limit on how many counters can be on your card...

Disregarding OCG, effect-wise alone, Synergy's is UP'ed (as I will mention later), and Hila's is OP'ed to the max.

 

Hila:

You can have the fusion materials in your deck. Therefore, having this one card allows you to Special Summon 4 monsters for the cost of 1. (1600 + 1600 + 1600 + 1300 = 6100!) That's 6100 worth of ATK in one move. in addition, to make matters even worse, they each get a 1200 ATK BONUS! That gives you a monster with 2500, and 3 monsters with 2800 ATK each!!! Therefore, in reality, by playing this one card, you have at least 9900 ATK on the field! OP'ed and broken as hell.... And if that's not enough, then you have two more additional effects. It its destroyed by a monster, all Blue Winged Crowns rise by 1000 ATK. By itself, this is fine, but the other effect is pretty broken. Destroying all Spells and Traps PLUS getting rid of your opponent's Spells and Traps in their decks? (You realize that Heavy Storm was banned for a reason, and this card goes 100 times further than that....)

 

Synergy:

Synergy's card, though at first glance seems powerful, has a varying speed. It could be effective in swarming decks, but would be somewhat slow in other decks. If it is destroyed right away, it would be no more useful than a Man Eater Bug. In addition, it only has 1500 ATK, so it would not be able to stand well by itself anyways. However, the biggest flaw is this: Switching it into FACE-UP defense position. It would most likely die BEFORE its effect could activate. Therefore, this card's effect takes a lot of strategy, luck, and skill to pull off.

 

With that, Synergy gets my vote for being much, much more balanced.

Hila, you have a good idea, but try working on the balance of your cards to prevent OP'edness. :D
