This stays active for as long as the user wishes, and can be used repeatedly on the same target, but has a 5 minute refrain between uses. Also, while active, all sorts of signals and the like are intercepted. The drawback is while it is engaged, the user slowly goes blind, and it takes longer to recover from it as time goes on.
