Engetsu
Rules]● All YCM Rules apply. ● First to 4 votes wins.● Winner gets 1+ Rep.● If no one reaches 4 votes by December 12th, then whoever has the most votes win. If it's a tie, then the next vote will decide the winner. ● Votes must have a valid reason. No votes on the pic or name. Voters must have some detailed explanation of why they voted for the said card.
Requirements]Make a Level 4 or lower Effect Monster. Basically anything goes w/Card A & B format. If you know which one is our card, don't say anything please.
This card can be Special Summoned from your hand by removing 1 level 7 or higher Spellcaster-Type monster in your Graveyard from play. When this card is Special Summoned this way, place 1 Spell Counter on every face-up card you control that you can place a Spell Counter on. When this card is used as Synchro Material for a Spellcaster-Type Synchro Monster and that monster is destroyed by your opponent's card effect, you can remove from play both that card and this card from your Graveyard to Special Summon 1 monster with "Dark Magician" in its name from your hand, Deck or Graveyard.
You can discard this card to add 1 "Magical Citadel of Endymion" from your Deck to your hand. If this card is in your Graveyard, you can remove it from play and 1 other Spellcaster-Type monster in your hand to select and activate one of the following effects. ● Add 1 Level 4 or lower Spellcaster-Type monster from your Deck to your hand. ● Place 2 Spell Counters on a face-up card you control that you can place a Spell Counter on. Mehmani
It's not much of a difficult choice - Card A has a veritable plethora of OCG and grammar errors, but alas, B does too (but not nearly as much). A is very situational and seems to be specific to a weird Endymion-Dark Magician hybrid deck. B is better as it is more useful in it's chosen deck and has far more options. A is somewhat underpowered, as despite being a self-summoning L4 Tuner it only works in a very dedicated deck and it's secondary effect is highly situational and basically useless. B is very supportive of Citadel and has a clear use - get Citadel out, then either get a good Spellcaster in your hand or put counters on Citadel. It's balanced, useful and would be a staple in Endymion decks. A nicely polished card. B gets my vote.

Engetsu
i vote for card B for Two reasons:1. i think it A is up'd2. B has better OCG If you don't mind, I'm gonna need a slightly more detailed vote than that. If not then this vote won't be counted. Sorry.
hexcalibrate
first off, since both cards are spell counter cards i compared them on that aspect aswell card A can be special summoned which is great but at the cost of at least a level 7 monster, when it is specail summoned you can place spell counters on all cards you can, i have no problem with that, except i'm not sure if that is how it should be phrased. lastly when the card it synchro-ed is destroyed you get a dark magician, i think dark magicians shouldn't really be in a deck that uses spell counters, the only it would be in one is skilled dark magician which is pretty ineffective. with card B it allows you to add Magical Citadel of Endymion which is a big bonus with spell counters, then with its second effect just by removing it and another card from play (which doesn't really matter since it's in the graveyard) you can either replace the lost card or you can strengthen your excsisting field, its effects just work together well with out being op'd, in my opinion the better card. is this a better answer?
