If your opponent controls 2 or more monsters then you, Normal Summon this card from your hand. You can Tribute this card to negate the Normal Summon of a monster and destroy it.

 

Change it to "If your opponent controls 2 or more monsters and you control 1 or no monsters, you can Special Summon this card from your hand (this is treated as a Normal Summon). You can Tribute this card to negate the Summon of a monster your opponent controls and destroy it. This card cannot be Special Summoned from the Graveyard.

"it cannot attack" does not make any sense. Do you mean the card itself or your opponent?

Remembered a Synchro I'd planned to submit:

If you use this effect, this card cannot attack this turn.| Generic, fairly balanced, I like it. Simple one-for-one destruction that can be summoned without too much hassle.

|Thunder Cloud Condor|0|DIRB|Winged-Beast/Ritual/Effect|Wind|6||2500|3000|This card can only be Ritual Summoned by the effect of "Ancient Ritual". You must also Tribute monsters whose total levels equal 6 or higher. You can Tribute 1 monster to Special Summon 1 level 4 or lower Thunder-type Normal monster from your deck.| Makes Synchro fodder and has all the good Ritual support. Solid card.

 

|Thunder Shock-Bird|0|DIRB|Thunder|Light|4||1900|1900|One of many warriors in the battle of Light and Dark, this monster delievers crushing blows with its long claws, while still being able to rapidly defend by taking to the air.| Ah, the 1900 vanilla beatstick, a classic. If it was 2000 with less than 1000 defence it would be fine too.

 

|Quadnormal Team|0|DIRB|Warrior/Fusion/Effect|Light|9||2800|2000|4 Normal monsters

This card can only be Fusion Summoned from your Extra Deck by removing from play the Fusion Material monsters from your field or hand. You can Tribute 1 Normal monster to destroy 2 cards on the field. You can only use the effect of "Quadnormal Team" once per turn.| FROM THE HAND? I'm LOVING this card. Great destruction effect, easily summonable and a nice beatstick. Very nice card.

 

|Striking Synchron|0|DIRB|Thunder/Synchro/Effect Tuner|Dark|2||0|0|1 Tuner monster + 1 monster When this card is Synchro Summoned, you can either destroy 1 card on the field or draw 1 card. Once per turn, when this card is destroyed, Special Summon it.| Now it's a generic yet balanced Synchro Tuner (I made the Special Summon thing easier to read and added the Tuner bit and some extra effects). Balanced and great.

Love the Lore and lower it's Def to 2000 or some thing 2800 DEF monster with 2600 ATK is a bit much.

Alfred, for the last effect of Synchron, I was basing it off Silverwind's effect. Its effect will only happen the first time it is destroyed.
