Am I allowed to post a thread in the Deck section that only has a few cards in it and is asking for suggestions for cards for its theme? And if not, then where could I post this sort of thing?

I would label the topic title with a header saying that it IS a deck in progress.

You could build the deck, post the deck list, and then ask people for advice on how to fix it up/ tweek it.

If you have a theme then you should be fine (although you might get a little flaming)
