Lore:

You can Special Summon this card from your hand by removing from play 1 DARK monster from your hand, field and Graveyard. This card cannot be destroyed by battle. Once per turn, you can select 1 face-up monster your opponent controls, negate its effect until the End Phase and Special Summon 1 DARK monster from your hand, Deck or Graveyard with a Level equal to or lower than the selected monster's, its effect(s) is negated and it gains ATK and DEF equal to the selected monster's Level x 200. During the End Phase, destroy the Special Summoned monster.

[spoiler=Jolta's Card]

This card cannot be Special Summoned. You may Normal Summon this card without a Tribute. If you do, pay 500 Life Points and destroy this card during the End Phase. This card cannot be destroyed by battle or the effect of effect monsters whose Level is lower than this monster's. When this monster battles another monster when its ATK is 0, destroy it without inflicting damage calculation. This card gains the Effect, name, ATK and DEF of that monster until the End Phase.

First card is somewhat wrong..

Removing from play a monster from your hand or your side of the field as a Summoning Cost is not the same as removing 1 from your Graveyard. The user will laugh and Summon this Trade-in-able and Allure-able replacement for Marshmallon with no effort at all, and most likely will always remove from the Graveyard and not from someplace where card advantage is actually used.

Nothing better than getting to target a Stardust just for the fun of it regardless of the fact it won't be able to negate it, in order to Special Summon a Level 8 DARK from your Deck. (coming to mind Dark Horus, Dark Nephtys, and cards like that)... Matching the Levels is not hard to do, specially if you only need to say something vague like DARK. It is even more sweet when you actually get to negate something with that effect.

I almost didn't notice this, but it is not a nomi or even a semi-nomi, so it can be Summoned in any other way to get more awesome combos and easy swarms. Limit Reverse, its own effect, Monster Reborn, Call of the Haunted, that Gemeni monster that revives Fiend-Types, and Puppet Master.

You can also get to remove 1 copy of it in your Graveyard as the cost of a second copy, then proceed to get it back with all the remove from play revival (D.D.R., Return from a Different Dimension, D.D.M., Escape from the Dark Dimension).

It can make very interesting plays....

If your opponent has some random Level 8 (usually Synchro) monster, you could even call another copy of this card from your Deck and repeat for 4 monsters....

Second Card:

I'm not really a fan of the pic, and it sounds like an altered version of Yubel - The Ultimate Nightmare. Except that you gave it some drawbacks in exchange for not having 2 previous stages, like paying Life, destroying it if it gets Normal Summoned (I do not actually think this destruction effect is going to be used very often), and how it works only for monsters with a lower Level.

Card 2 gets my Vote

Card 2 is not very playable, but more balanced. Card 1 is a banworthy easy-to-summon monster of a card.

For metagame playability, the broken card always wins, but the second one seems more likely to be released, despite the strange picture and being a pretty mediocre card.

Card 1 has a better picture, better OCG and more playability, despite being ridiculously overpowered. Card 2 gets my vote.
