It would be broken and make for extremely easy OTKs, but here's how ya do it, son:

Group Attack
Quick-Play Spell Card
Activate only during the Battle Phase. Select 2 monsters you control. Each selected monster gains the ATK of the other selected monster.

I would make it more like this: "Pay half your Life Points. Tribute one monster and select a monster on your side of the field. That monster gains ATK and DEF of the tributed monster, until the end of your opponent's next Battle Phase."

Well, to make it less broken, you can put:

That's less broken in the same way that Black Luster Soldier - Envoy of the Beginning is less broken than Black Luster Soldier - Envoy of the End.

This sort of ATK combination is problematic enough under any circumstances, and making it a Quick-Play Spell just makes it even more broken. DrGamer365's version is much more reasonable.
