My vote goes to Ched (even though he didn't read the requirements ahem attribute).

 

But his card's effect is quite neatly worked out, summon token, use it's effect, then tribute it for an attack. Don't think you should have the option of a discard instead though feel that spoils it slightly.

 

Riolu's card is unbalanced due to being to easy to summon, and effect isn't as interesting in general. Cool pic though.
