Rose has control over a water/ice golem. Does she have control over water?

You could say that in a way she does, but only to summon the water golem, but when she is using the golem she basicly has control over the element threw the golem

So it's not really even control over water like our control over fire. You can create golems out of the element but that's your limit.

basicly yea, but the golems have limited control over the element they are made of, the water golem must keep calling back the water it has used unless it is standing over or near (within a few feet) of a large water sorse, were as the ice golem is not used for long range he can only shift the shape of his body into a shield or sword so that he can protect Rose

Written Description: She has flowing blue hair that reaches the floor. She has a long, navy blue jacket, with light blue lining. Her piercing blue eyes always show her loneliness to anyone who gazes into them, and she rarely shows a smiling face. Under her jacket, she wears bandages to cover her top, and baggy blue pants. She wears a blue bow around her neck, the only thing she has left to remind her of her family.

 

Bio: When she was only 10, her hometown was struck by a flood. She couldn't escape from her house, and she nearly drowned. She met two small creatures who led her to safety, and she survived. She named them Venus and Cupid, after the names of the two fish of the starsign Pisces. She befriended Venus and Cupid, and they ended up granting her a special power, by imbuing her with the power of Water. They taught her to control this power, and she quickly mastered it. One day, during her training, she accidentally flooded a nearby town. This incident caused the federal government to turn their attention to her. She was forcefully separated from normal society, and they brought her to the government-controlled town, [insert name of town here]. She still holds a grudge against the government to this day. She lives in her own house, alone, except with the two spirits. Venus and Cupid try their best to keep the girl company.

Powers:If you hadn't realized from the Appearance spoiler, her power is Water Manipulation.

Abilities:

Tsunami Rage: She envelops herself in water, and it begins to rain. Strength, defense, and healing ability increase exponentially. However, it cannot be maintained for more than 10 minutes. At the end of the ten minutes, she automatically goes into Vapor Form for a minute, and then revert back to normal. However, as this uses much energy, she often falls unconscious after coming out of the Vapor Form. Only used as a last resort.

Absolute Zero: Lowers the temperature of the air to absolute zero to freeze the target. Human/Living targets will thaw quickly. Used up a lot of energy, and the user must recharge afterward.

Thunderstorm: Summons a thunderstorm to the battlefield.

Boiling Splash: Attacks the opponent with a rush of boiling water. Powerful, but inaccurate.

Fresh Drop: Heals herself or an ally. Can only be used on one person at a time.

Sparkling Shield: Uses ice to generate a shield. Impervious to magic-based moved (water, wind, telekinesis, etc.) but can be shattered by a strong physical attack of concussion weapon (missles, bombs, etc.).

Hailstorm: Attacks the opponent with a barrage of ice. Weak, but always hits.

Flash Flood: Floods the arena with water.

Vapor Form: Her body takes the form of a vapor. She is impervious to attacks, but cannot remain this way for more than 3 minutes. Cannot be used in on-off succession.

 

She also has other basic abilities, such as expert swimming ability, breathing underwater, etc.

I think gender bending counts as manipulating bones since in does change the waist hip ratio...and other things.
