Tragoedia Special Summon?

Yo, I just got both Tragoedia (Monster) and Damage Condenser (Trap) in a pile of cards I just got and I was wondering, could Damage Condenser be used to Special Summon Tragoedia? He has no definite attack points, them being "?".

It doesn't say on his card that he cannot be special summoned but the whole "?" Attack Points confuse the hell outta me.

[b]Tragoedia[/b] has 0 ATK before it's summoned the effect makes it have an ATK and DEF [i][b][u]IF[/u][/b][/i] you have atleast 1 card in your hand. [/size][/font]
Damage Condenser summons a monster from your deck if you took damage equal to 0 damage. That is impossible due to you can never hit with 0 ATK done. It's like me hitting you with a monster that has 0 ATK and DEF because of like some random effects, you take 0 damage and can[u]not[/u] activate the effect. [/size][/font]
