Two problems with your app Luffy:
1. Your character needs more personality. All I really got from your description of personality was that "he is intelligent, but lacks self confidence." That's it. I want more.
2. I don't like your power. The ability to be fast enough to avoid anything and everything is god-modding. Even with the side effects, I believe it's way too powerful. Give me something new.

Well, It's not god modding if I am being specific. I Gave it a time limit. I never said Supered powered being won't see him. Only regular humans can't see him. Even in his strongest state, The enemy can see him. Besides, Every time he goes up a level, he gets a time limit. This is by no way or standard Flash's Speed.

For your first statement, I also mention he was a very obsessive person and he did whatever it took to do what's right. I guess I could give more on that. Not sure if you where just focusing on the first part though, or if you misunderstood.

Luffy, it is possible for the power not to be exploited to god mod, it is far too easy to exploit. Also, quite a few enemies will be normal humans. Please change it. The rest is fine.

Personality:Tiberius is very intelligent, despite his lack of self confidence. Tiberius is also a great tactician. He works hard at whatever he does until he gets it right. This can however turn into obsession, depending on the project. Tiberius also knows that even though he comes from a poor family, he will do whatever it takes to do what is right, even if he is a bit obsessive. Very kind person naturally, Is very polite to women and always makes sure that the people he saves are comfortable. Has the characteristics of a wolf, being loyal person and very cunning.

Superpower: Ice Sayajin. This power allows for the character to be like a sayajin, including flight and tough skin, but, instead of broken light blasts or energy, The person uses Ice. This character has a Long List of attacks, Both Physical and special.
Attack 1-Wolf Fang Fist-A staple combo of his where it starts with a kick, turns into a series of clawed punches, and finishes with a heavy blow to the mid-section, sending the person flying
Attack 2- Ice Kamehameha- Similar to the actual one from the show, but instead Ice flows from out his palms. One of his strongest attacks.
Attack 3-Ice Shard Shuck-Producing Ice shurikens and throwing them at the opponent.
Attack 4-Meteor Rush-A swift combo of 9 punches and kicks, followed by a strong punch to the midsection and a double handed hit.
Attack 5-Ice Strom- Produces Ice at a alarming Rate to create a personal storm over opponent. After this attack use, It takes him a few minutes to recharge.
Attack 6-Gatling Gun Melee-Rush combo of over 30 punches in rapid succession.
Attack 7-Samurai Ice-Ability to turn ice into a sword.
Attack 8-Ice Ride-Like Iceman, the ability to slide on ice as if it were a board.
Attack 9-Hail Maker- Like the Haymaker, A single punch Covered With Ice shard to knockout and regular human, and damaging to another super.

You don't have to go into detail with the attacks. You are accepted as long as you don't fight like how the Sayans fight in DBZ. That show is god modders fighting god modders.

Not really. He just has tough skin. He fights like a master of the martial arts. maybe he is a bit stronger than a regular human.

He often hides his true feelings and acts happy when he's with friends. He hates himself, inside and outside. He doesn't talk about himself a lot, mainly, wanting to know his friends better. When a friend asks for a favor, if he can, he does it without question.

I don't like people just using pics because it encourages laziness. I don't want lazy RPers. One problem with the app: controlling the water within people can be used to control people's movement, which is god modding. Plus, I think we have enough elemental powers. Try to come up with something more creative.
