So it lets you fetch any Level 4 monster from your deck and put it into play, and it does so in a way that isn't treated as a Special Summon and thus can't be negated, doesn't count toward Summon Limit, and gets around Nomi-style restrictions... and the cost for this is that you can't attack with Synchros this turn?

Stupidly overpowered.
