I think I know the steps:

1. New image.
2. New layer. (Background)
3. Swirled background.
4. Open new layer. (The dude)

I don't rate harshly. I just don't think it's very good. Read some tutorials, they'll help out. (Even though I'm more of a card-editing person, lol, I used to GFX)
