I consider the extra 1500 ATK to be an effect on its own, so no situational-ness there :3 I said effect, not summoning condition :P In order to use Grannel effectively, your opponent HAS to have a Synchro Monster. These things already need a ban... I'm extremely angry with Konami for promoting Synchros so much no deck could live without them, and then just cold stop them like this. Summon Mystic Tomato -> Play Offerings to the Doomed on your own tomato, like a boss -> Summon 3 Grannels with at least 4k ATK. Its ATK being related to LP makes me wonder whether the Grannel pieces have ATK at all, or where it gets its ATK from, and Grannel summoning Synchro monsters it stole wouldn't work in the anime due to Grannel being made of five pieces. Its effect may still be incomplete, like the "only monster that can attack" line. Right now, Grannel does seem a little too OPed.
