My original intent was to make one card that could be efficiently used (and re-used) for tribute summons. Then it evolved into an entire set based [loosely] around this concept. I tried my absolute best to balance the cards but I just know I didn't succeed for all of them. All helpful criticism and comments are greatly appreciated! :)

Fodder Spirit

 

DARK/LV1/Fiend/Tuner/0/0

 

This card can be special summoned from your hand during your Main Phase. When this card is sent to the graveyard for a tribute summon, the tribute summon is treated as a special summon. If this card was sent to the graveyard this way, add it to your hand during the End Phase.

Fodder Puppeteer

 

DARK/LV7/Fiend/0/0

 

When this card is summoned, special summon up to 2 LV3 or lower "Fodder" monsters from your graveyard.

Fodder Warrior

 

DARK/LV2/Warrior/Tuner/500/500

 

When this card is sent to the graveyard for a tribute summon or synchro summon, special summon it to the field in face-up defense position. If it is special summoned this way, it is no longer treated as a "Tuner."

Fodder Cloud

 

DARK/LV1/Thunder/Tuner/0/0

 

This card cannot be destroyed in battle. During each of your Standby Phases, increase this card's LV by 1.

Fodder Clone

 

DARK/LV2/Fiend/0/1000

 

This card can be special summoned from your hand as long as you have at least 1 face-up "Fodder" monster on your side of the field.

Fodder Behemoth

 

DARK/LV5/Beast/2000/0

 

This card cannot be destroyed by the effects of Spell or Trap cards. This card can only be tribute summoned by tributing a "Fodder" monster. During each of your Standby Phases, you can reduce this card's ATK by 500 to special summon 1 LV2 or lower "Fodder" monster from your deck or graveyard.

Fodder Horse

 

DARK/LV4/Beast/1000/1000

 

This card gains 500 ATK and DEF for each "Fodder" monster in the graveyard. When this card is destroyed, discard 1 "Fodder" monster to special summon this card.

Fodder Devourerer

 

DARK/LV6/Fiend/Tuner/2000/2000

 

Every time a "Fodder" monster on your side of the field is tributed for a tribute summon, increase or decrease this card's LV by 1.

Fodder Mother

 

DARK/LV7/Fiend/0/2500

 

This card gains 100 DEF for each "Fodder" monster in the graveyard and on the field. During each of your Standby Phases, special summon 1 "Fodder Token" (DARK/LV1/Fiend/Tuner/0/0) in face-up defense position.

SPELLS

 

Division Device (Continuous)

 

Pay 500 LP during each of your Standby Phases or else this card is destroyed. Once per turn, during your Main Phase, you can tribute 1 "Fodder" monster to special summon 2 "Split Tokens" (DARK/LV1/Fiend/0/0) to your side of the field.

Fodder Multiplication Machine (Normal)

 

You can only activate this card if you have only 1 monster on your side of the field that is a "Fodder" monster and your opponent has 2 or more monsters on their side of the field. Tribute your "Fodder" monster and special summon 5 "Split Tokens" (DARK/LV1/Fiend/0/0) to your side of the field. These tokens cannot be used for a tribute summon or synchro summon until your next turn.

Fodder Distibution (Normal)

 

Pay 1000 LP. Add up to 2 "Fodder" monsters from your deck to your hand.

Inumerable Fodder Plant (Field)

 

Tribute 1 "Fodder" monster on your side of the field during each of your Standby Phases or this card is destroyed. During your Main Phase, special summon a number of "Fodder Tokens" (DARK/LV1/Fiend/Tuner/0/0) equal to half the tributed monster's LV.

Grand Harvest (Normal)

 

Destroy all "Fodder Tokens" and "Split Tokens" on the field. Gain LP equal to the number of tokens destroyed by this effect x 1000.

TRAPS

 

Cost Blast (Normal)

 

Send a number of monsters from your hand to the graveyard. Reduce the LV of all remaining monsters in your hand by half the combined LV of the discarded monsters until the End Phase of the turn this card was activated.

Regenerating Decoys (Continuous)

 

When this card is activated, special summon up to 3 "Decoy Tokens" (LIGHT/LV1/Fairy/0/0) to your opponent's side of the field. These tokens cannot be tributed for any reason. When this card is destroyed, destroy all tokens summoned by this card's effect. These tokens cannot be destroyed in battle.

Sacrifice Shield (Counter)

 

Activate when your opponent activates a spell or trap card that would destroy a monster that was tribute summoned. Discard 1 card in your hand to negate and destroy the spell or trap card.

Extreme Fodder Defense (Normal)

 

This card can only be activated if it is the only card in your spell and trap card zone. When a face-up "Fodder" monster is attacked, discard your entire hand to switch the target monster into defense position and increase its DEF by 5000. Destroy the monster affected by this card during the End Phase of the turn this card was activated.

SYNCHROS

 

Fodder Dragon

(1 "Fodder Devourerer" + 1 (or more) "Fodder" non-Tuner monster(s))

 

As long as this card is on the field, you may not tribute a monster for any reason.

Fodder Goliath

 

EARTH/LV9/Rock/1000/4000

 

(1 (or more) "Fodder" Tuner monster(s) + 1 "Fodder Behemoth")

 

Once per turn, during your Main Phase, you can have this card lose 2000 DEF to change the LV of 1 monster on the field (except this card).

Fodder Knight

 

EARTH/LV6/Warrior/2200/1600

 

(1 "Fodder Warrior" + 1 "Fodder Horse")

 

You can have this card lose 400 ATK to negate the effect of a monster. You can have this card lose 600 ATK to negate the effect of a spell or trap card. This card inflicts piercing damage.

Fodder Prince

 

DARK/LV7/Fiend/2400/2000

 

(1 "Fodder" Tuner monster + 1 (or more) non-Tuner Fiend monster(s))

 

This card's effect can only be activated once per turn during your Main Phase. Tribute 1 "Fodder" monster on your side of the field, to destroy 1 card on your opponent's side of the field.
