ITT: We come up with a card that will benefit the game in the greatest way possible

I think I said enough in the title.

Post a card (It can be anything, monster, spell, trap, whatever) that would benefit the entire game the most. (meaning it would be generic, for the most part)

Well, I don't think there can be a card that benefits Yu-Gi-Oh! generally. I mean, most card like that are already in play (e.g. Mirror Force)... Anyway, here's my entry!

 

[spoiler=Effect]You can only activate this card when your opponent declares an attack. Return the attacking monster to your opponent's hand. At that time, if your opponent has 3 or less cards you can discard 1 card from your hand to look at your opponent's hand, select 1 card and return it to the bottom of the Deck.

When a face-up monster you control destroys a monster in battle, destroy all face-up monsters your opponent controls. During your Standby Phase, you can discard 1 Level 4 or lower monster from your hand. Return this card to your Deck. The Deck is then shuffled.
