Weird... its actually a +0. You loose the Tributed monster (-1), your opponent gets 2 monster on the field (-2), you draw 3 cards (+3).

 

Its too easy to do, too splashable and overall better than 3-Hump Lacooda..... and its a -5 for your Deck, which is awesome.

I would say it needs adjustments... I don't know what to think really... sounds a little cheap.
