This item Is called the Enigma Stone. Once you complete the Receive Gift Process, get it at the Pokemart and go to Pewter City Museum and talk to Steven and he will give you Soul Dew. Once you exit the museum Latias or Latios will appear. If you have HG Latios will appear, SS will get Latias. The moves are not known but the two are both Lv. 40.
