That's its purpose. Notably, MST and Dust Tornado can also get rid of Oppression, but are better because they don't dead draw against decks that barely trigger it. Personally, I run Decrees or Stuns to handle Oppression, they're much more useful when Oppression doesn't trigger and has more blanket purposes like stopping Roars and Bottomless. You're counting on a card you run at 2 to get rid of a card you run at 2 so you can have a completely different card that you run at 2 not be a dead draw. The end result is that you RFP one of your better monsters with no way to recover it, while you could have used your resources better reviving it - which would be more consistent and would gain you more.
