Just because it's as easy to play doesn't mean that it should be played. Ruler will always cost you two resources, while Fiend only needs 1. Sure, Fiend shuts down your special summons, but that doesn't really matter. As long as Fiend is out, you should be able to put tremendous pressure on Inferns/Sabers/GBs/Mirror Match to rip outs. With Ruler you need Treeborn + Ronintoadin/another monster for an extra 100 damage, and a little more defense. Sure it can keep your treeborn live, but you don't need to drop a monarch every turn in this deck. RFG'ing a frog for Ronintoadin is silly, as he is running Hino. Wasting any resources that can fuel a Hino is kinda bad. Fiend + Caius + LaDD = 7-9 targets for DDV as well. Link to comment Share on other sites More sharing options...

After a single Hino drop, you usually have game. That is only a single frog removed out of a total of 6 (If you were to remove a single Treeborn) frogs that can be removed. Sure, you don't need to drop a Monarch every turn, but why not maintain the ability to do? My bad on the Deck Dev... I wasn't thinking of LaDD's dual type thing... And after the changes, he didn't have Fiend... Edit: Actually, you wouldn't even be able to do it on LaDD unless it was chained to his very first activation...
