The anime effect was to ditch cards from your deck to reduce the Battle Damage by 100 x sent cards. This effect is to mill your own deck by any amount to burn the opponent and negate an attack. Consider that with this you can mill as many cards as you want, while the anime effect (along with not inflicting damage or other crap) is limited by the damage you take. Tier 0 only exists when a deck is broken broken beyond repair and needs to be weakened with limitations and bans. Wasn't Teledad at its peak a tier 0?
