You can only raise them by rare candy in the thread here. To check your pokemon and other people's pokemon too, click the Special Events spoiler, then click in the members to view. To gain them, you:

 

-Create club banners, help, or I give at random

-Winning battles, games, and contests

-Buy at the mall
