The person who doesn't issue the challenge gets to choose which wu is offered. Most likely, but not all of them. If it goes through, the Sapphire Dragon will likely be one of the ones hidden away in the Temple. After all... But yeah, definitely make your main bad guy a co-owner, Nex in this case, and potentially whoever you want in charge of the heros if you don't want to play the leader yourself.
