As stated above, this pretty much lets your opponent abuse your deck as much as you can. And also, both players being able to pop a monarch effect every turn on the same turn? Restricting it to only one "Monarch" on the field at a time means you can't abuse "Kuraz's" effect as much as possible. Also, allowing your opponent to blow up or RFP your cards is just awful.
