Civilization is in ruins. A devastating global war has left almost every inch of previously inhabited earth into a practical wasteland of debris. Cities are almost empty, marauders are abound were raids haven't already taken place. Some peaceful farming peoples have moved south and to the Midwest to take advantage of what is left. Most electronics have lost use, as power generators were shut down and destroyed. You have the job of restoring civilization, even if it takes your life. Most people have formed into clans, though some still maraud the wastelands by themselves.
