if so ill challenge, heres my card:

 

Flip both players Decks upside down, if the Decks are already upside down then leave them as they are. Whenever a player would draw a card during their Draw Phase (only the first draw counts), they instead discard a card from their hand. Whenever either player has no cards in their hand during their Draw Phase, the turn player draws 5 cards from their Deck. If a players Deck runs out of cards, during a player's Draw Phase shuffle all the cards in the players Graveyard and put them upside down to form a new Deck. If both players have formed new Decks, destroy this card.

When this card as a Tribute Monster, Negate all activated Spell, Trap, and Effect card until End Phase and this card can be Special Summoned and inflict Damage to your life point by 100 equal that level Monster Tributting.
