One is a Level 8 beat-stick and the other is a Level 4 tactical card. I like Psycho's effect, but it's bland compared to the myriad of effects Mahandra's card has. Also, both cards have a few OCG errors. I'll vote Mahandra because it's a more interesting slew of effects. EDIT: @ Maadd: Ever heard of the 'Teleport Monarch' strategy? Both are good, but i choose Mahandra's Card because it has a hand refreshing effect and because of that, it gives more flexibility and more useful in a Duel.
