Relinquish's effect Poll

me and my friend Naruto110 have been arguing about relinquishes Ignition effect. he thinks that he can use his effect on either players turns. I say that you can only activated it during YOUR main phase 1 or 2. that's where you guys come in. we want you, the people, to vote who is right. here is the card if you don't know what it is.

If it doesn't say it must be activated on your or your opponent's turn, then you can activate in on both turns, at any phase. Also, speaking of Battle Damage, that means that effect (the one which inflicts Battle Damage to your opponent) will be activated at the Battle Phase.

It doesnt state that you can activate it during your Opponents turn, nor does it say Anytime during your own. So thus, it can only be activated during MP1 or MP2 of the controllers turn.

Ignition effects can only be used during your turn and during your MP1 or MP2.

It can only be used during your opponents turn if the card effect says that.

 

Since Relinquished`s effect doesn´t say it can be used on either turn, you can only activate it during your MP1 or MP2.

here's where you might of got confused naruto, you can use relinquishes OTHER effect on either turn, but you must atk or be atked.
