Ahh, I will make it better first, but not with a landscape and seas and stuff like the one you have posted has, I can't do it that good, but I will add some details maybe. But don't expect it being as good as in the Pokemon games (D/P/P map was by far the best)!

But rare to get an evolved form at a low level. Usually in the game you would get it at level 33 or higher. Both Bayleef and Meganium can learn Razor leaf at Level 1. Razor leaf is stronger then confusion.
