Because, although I like the NON-Central Antagonists/Protagonists, are cheap.

 

NAruto has the strongest abilities and killed a near god. Oh, Sasuke is the magical fairy queen of Orochimaru's butt-buddies and angst. Yes. the Avenger!!! Madara puts things into the hole on his face. Yes.

 

Ichigo... SO. MANY. OP. THINGS. BAH!!! And Aizen? Oh... my... word... don't even get me started on his Godmodding @$$.

 

Only the non-central Characters are good AT ALL.

 

Shika and Gin speak for themself. Ulqui and Gaara, Orihime and Hinata, etc.

 

FF Has Kefka. They win.

@Black: You're thinking of Remilia, who is also ridiculously OPd.

 

@Lar: Rumia is only as OPd as fan opinion of her EX Form makes her, unfortunately. Canonically, the only evidense of her "strength" comes from one game, where she is a Stage 1 Boss. I mean, I love Rumia, but that's the truth.

@Black: Kefka is not the only one to consider from FF. FF has major advantages in and of itself. They have fewer OPd characters than Bleach or Naruto, but the ones they DO have are just.... my god.

 

Also, considering that more than half the Touhou cast is OPd in some way, they probably win in that regard. I mean come on. Remilia, manipulates, FATE.

And Lar, even with EX Rumia, her power is very dependant on what the ZUNiverse is made of. And since it's probably made of beer, she loses some umph. xD
