Hm, let's think. Basic math.

 

Naruto is effectively a kyuubi.

 

Ran Yakumo is also a kyuubi.

 

However, Ran Yakumo is on her way to becoming a tenko. This can be told by the fact that she has a Spell Card called "Princess Tenko," though that's a pun.

 

Ran Yakumo is a shikigami.

 

She is the shikigami of Yukari Yakumo.

 

Yukari Yakumo controls any kind of boundary.

 

This means that she is basically omnipotent.

 

She is also a genius — her mathematical skills are beyond comprehension, and even her name was calculated to showcase her role in maintaining Gensokyo.

 

No one else in the absurdly overpowered land of Gensokyo can even think of challenging her, with one exception.

 

One day, Yukari Yakumo was talking with some friends near the land of the dead.

 

Her friends were Yuyuko Saigyouji, a ghost princess that's far more powerful than Death Note's shinigami, and Reimu Hakurei, a shrine maiden that can float away from anything... including reality.

 

Then Shikieiki walked by.

 

Yukari and her friends ran away in fear of Shikieiki.

 

 

Long story short, Shikieiki is probably powerful enough to challenge Haruhi Suzumiya. Naruto... is weaker than a shikigami of someone that ran for her life from Shikieiki while outnumbering her three to one.
