Considering the current state of the Uber metagame, definitely Kyogre. I'm sure that Water Spout can 2HKO (if not OHKO, too lazy to run damage calcs) a Groudon in the sun. And Groudon can't do anything major to Kyogre except... what, Toxic? Earthquake? solarbeem?

 

In terms of spriting, for HGSS, Kyogre gets the win. I just hate how Groudon looks, and that has held true since RSE.

 

In terms of sheer cool factor, I'd say Groudon. Mostly because I played through Ruby before Sapphire, and thought a magical being who can make infinite sun was just bad-ass.

Kyogre. It looks cooler, and I like Water types better. Plus, even without Water, it can hit Groudon with Ice.

 

However, Groudon is still very cool, and I like him a lot. And shut yo mouth, Dark, Groudon can threaten Kyogre with Earthquakes if its locked into a weakened Surf or some such. It doesn't have the most spectacular defenses, after all.

Maybe it's because Groudon learns Solarbeam at Lv 65 on D/P/Pt and at Lv 80 on SS/HG or maybe it's because he can learn it from TM 22?

Groudon does look cooler, but Kyogre does have type advantage although Groudon has solarbeam, I have always liked both and am just going with Groudon for liking him better.

@Solarbeam Argument: Solarbeam is a special attack. Groudon's SpAtk sucks. He should not use it. He'll actually hurt Kyogre more with Earthquake than Solarbeam.

If I ran the damage calcs, Surf would probably 2HKO or 3HKO a sunny Groudon. Most likely the former considering Groudon's SpD and Kyogre's SpA, and Groudon is mostly used as a physical wall to my knowledge.

 

And Earthquake won't really do much unless Groudon has a CB running with him.

Ehh some would say kyogre since, water beats ground. Yet Groudon would still put up a good fight, since he has fissure. So in theory, 70% of the time kyogre would kick his ass, because of the super effectiveness, but 30% of the time groudon would win, since fissure is a one hit kill. And out of luck. Without fissure, it would be more of a 10% chance really. So in total: Kyogre.
