Yes, it can.

 

BUT, since "This card can only be Special Summoned..." is not the same as "This card cannot be Special Summoned except by..." this card needs another card effect to be Special Summoned from your opponent's Graveyard (meaning both players can Summon it).

You can still be Normal Summon it from your hand though if it's there...

The names of the monsters as well as the Field are meh... Changed Fairy Queen to Level 5 instead.
