    • Lugia (Controls Storms, leads the Legendary birds)

Lugia? I'm pretty sure Brave Bird wouldn't manage a OHKO, so just Toxic and Roost over and over and over and over and over again.

 

But just for kicks, I choose neither. I'd go with Darkrai. <_<

 

And Lugia can learn Psychic, the most overpowered move there is.

It really depends.

 

If it's a standard Ho-Oh against a standard Lugia, Lugia wins. All it has to do is use Toxis and then stall out Ho-Oh with its defenses and Roost/Recover.

 

However, if it's up against a Toxic Ho-Oh, then Ho-Oh wins. Toxic Damage + Sacred Fire will kill Lugia before Lugia's Toxic can kill Ho-Oh.

 

Aeroblast means nothing against Ho-Oh - Lugia's Sp.Atk is crap (for an Uber), and it will never really invest much in there. Meanwhile, Ho-Oh has the 4th highest Sp.Def in the entire game. It has nothing to fear from an offensive Lugia.

 

 

Outside of the games, Ho-Oh stil lwins. It's canonic powers place it on a level of Godhood comparable to Arceus' (in fact, according the Arceus event in HGSS, Johto and Sinnoh are deeply conencted with one another, and it's quite possible that they could both be full on Gods, though Arceus is still the superior one).

 

As fpr that altitude argument for Birds vs. Beasts, it means nothing. If the birds want to fight the beasts, they have to get close enough to do so.

Lugia has type advantage by Water moves and a strategic advantage by Toxic/Roost, as aforementioned. Also, dragons > phoenixes in basically all mythologies.

 

I figure a storm would be a pretty big hindrance to Ho-oh; a storm managed to put the dragon in fifth in the Zodiacal race, and again, dragons > phoenixes. Pokémon pretty much never die and humans couldn't possibly help freaking Ho-oh in battle, so control over death really isn't all that useful. If "bring both life and death" means something like Yuyuko Saigyouji, that would make him win the battle, obviously, but any claims that he could would need to be backed up with a great deal of canon before I could believe it, since phoenixes have no such power in any mythology I've heard of and I highly doubt such an ability would exist in freaking Pokémon.

 

Insofar as their lackeys go, the dogs have type advantage, though Raikou's moveset is horrendous and a match-up of each element could go either way. Still, I don't think it's fair to judge based on lackeys, or else Arceus and the Legendary Ancients would trump everyone else (including, say, Mew, Jirachi, and the Legendary Dragons).

@Supreme: This is Pokemon, not myhtology. However much Ho-oh may be based on the Houou, and however much Lugia may be based on the Ryujin, it doesn't apply to their Poke-Power Levels. Canonically speaking, Ho-Oh is the more powerful of the two. That has been drilled into our skulls for a while now.

 

Game-wise, which is what matters, I already explained the match-ups between Lugia and Ho-Oh; standard Lugia will beat standard Ho-Oh, but Toxic Ho-Oh will beat Standard Lugia.

 

And if Lugia is honestly using Hydro Pump, you have liscence to laugh at the trainer; Lugia's SpAtk sucks in Ubers without CM boosts, and without STAB and against Ho-Oh's monstrous SpDef, the phoenix will shrug off Hydro Pump from Lugia with ease. Especially if Groudon was kind enough to put out some sunlight.

Lugia's sprite in HGSS is probably infinity times better than Ho-oh's sprite. <_<

I would say Ho-Oh. He really is a Pokemon of vivid colors, unlike Lugia who is gray. A little Bible reference: Ho-Oh is like Jesus, he heals and bring back to life, just like what He did with Lazarus. Lugia is like Satan, he brings terror to the Johto region.

Thats what i thought, also there signature moves Aeroblast and Sacred Fire are just as cool as there owners, but i think Aeroblast is cooler with the Critical hit chance.

 

50% Burn Chance > Critical Hit

What's it's base power? Don't feel like checking. And I'd rather run Lugia than Ho-Oh because of the abundant use of Stealth Rock.
