Alright this is how the terrain works:

Forest: -50% Speed, +50% Stealth, -50% Damage from Guns, +50%Evasion.

Movement shall be handled in a coordinate style readout. The first number will be the row (going up and down) and the second number will be the column (going left and right).

Example: 2,1 is the 1 box in the second row (in this case a mountain)

Battle Flow:

 

First, the player moves any units they wish to move, then they declare any attacks for the turn. The attacker's Power is compared to the defender's Armor. The one with the lower score takes damage equal to the difference.

 

Move each unit, then you can select an attack target (standard attack range without a Weapon is 1) if in range. Move all units, then declare attacks.
