The only notable case I can think of off the top of my head is banning Magical Scientist shortly after it came out. wrong, the first case of a card banned the same week it was released was makyura the destructor... then was yata, BLS and the last case was cyber stein... and agree in something, this card sucks... and it's a cost because it is obligatory, you must have 2 cards on hand... THE DISCARD IS A COST. NOT AN EFFECT. SO THE DARK WORLD MONSTER IS NOT SUMMONED. THIS CARD IS UTTERLY TERRIBLE. IT IS A MINUS 2. THERE ARE NO GOOD COMBOS. I guess the only advantage you would gain is the ability to activate this drring the battle phase. If it said something like, "send two cards in your hand to the Graveyard", then it would be an effect. For Penalty, you're simply paying a cost and getting nothing in return.
