I went File>Open but then it opened up as a whole new window. How can I get it on the actual layer on the tag?

Select > Select All

 

Edit > Copy

 

*Goes to tag window*

 

Edit > Paste

I don't have PS, but check your pasting options, or settings, see if something is enabled/disabled.

 

Or something within the layers that might disable transparency, either that or the image your copying hasn't got a transparent BG
