We just can't monitor it properly without the LHC. The whole it-will-destroy-the-world thing came from a scientist saying that it destroying the world was "improbable", which unknown to the media is scientist-talk for "functionally impossible, but still possible in the sense that it is possible that all the atoms in my body could spontaneously jump two feet to the left". That's the point. But it's a very different sort of "possible" from "it's [i']possible[/i] that you will get hit by a car when you cross the street" or "it's possible that you will win the lottery".
