Nice pic but the name is too blanned and the effect is just, oh, i don't know how to describe it. I think it would look better as a counter trap card. At least change the effect and the name a little. Maybe something like this:

This card can only be activated when your opponent's Dragon-Type monster selects your Warrior-Type monster as an Attack target. Negate the Attack and destroy the opponent's Dragon-Type monster.

 

anyway, not bad for a begginer

This is one of the worst ways for a newbie to start off: Making a broken Spell Card that can be played if your opponent is running a certain type of Deck. Next time, start off with an all-around effect that isn't too OP'd (Overpowered). This one is ok, it's just that there is an incredably small chance that people would put this in their deck. There are simply better cards.

Dude, this is sad, you have made 258 cards, I'm sure you can do a little better than this, add some more to the effect to make it interesting, 5/10 for not being a noob and making 258 cards

Hey, this card is all about stopping your opponent's Dragons. Any smart member (no offense) could tell what this card was about by looking at the printed name on the card. Well, one of two effects: Special Summoning 1 Warrior from your hand or the current effect. He still is a noob, no matter how many cards they have made. They could just've gone crazy with the card maker one day. Oh yeah, 7/10 for concept.
