Do people use Counter Counter, or other such things that have very little cost but counter only a small range of cards? No, of course not. They run Solemn Judgment. They run Dark Bribe. They run War Chariot. Maybe they run Divine Wrath. But that one Anubis card? Nobody uses that. Of course, it also depends on the format's balance. If it's one of those formats where one deck is playing king of the mountain and destroys everything else, maybe it might be worthwhile to maindeck some counters to it.
