What do you mean by this? How having Chimeratech Fortress Dragon in your extra deck is more valuable when your opponent has a machine and Cyber Dragon on the field, yet relatively useless if your opponent is running Blackwings? Or do you mean like when Konami makes a short print Secret Rare, or an SJC card, and then releases it in the next structure deck? In short, what do you mean by "worth of a card"?
