IC: Saizo stood, pulling his Kusarifundo back into his sleeves and wrapping them around his arms. "Well, that certainly provided us with an entertaining diversion."

Saizo turned to Utakata and Kousen, inclining in a deep bow. "Utakata-sama, and guest, my name is Uchiha Saizo. I am currently the commander of Konoha's military forces under the Iron Treaty. I apologize for the commotion. My orders are to deny requests for aid from the villages with lower-tailed Bijuu, especially one such as Shukaku with such a drastic weakness to fire. The chemical change that occurs when sand is transmuted to glass prevents the Shukaku and its host from manipulating the glass." Saizo rose from the bow. "That was an example of the intel Konoha can supply Kiri with in exchange for military and intelligence support.

"Don't worry about me; that Sunagakure shinobi evidently underestimates the pain threshold of Root members, though he was rather... persistent, if not inventive. I assure you that most of our 'guests' will not be greeted with as extreme prejudice as Uchiha Ken was; his Missing-nin status with Konoha gave me leeway to utilize greater force against him. We have a strict policy against fratricidal, power-hungry maniacs such as him. Don't worry about his eyes; my clan has a history of assuming their Doujutsu make them invincible. Fortunately, Root has methods of... circumventing the advantages the Mangekyou grants the user.

"Hokage-sama is currently occupied with the economic crisis that has sprung from the rather rash actions of the Yotsuki and Yugito clans. However, as Konoha's current military commander under the conditions of the Iron Treaty, I am invested with the authority to negotiate treaties on behalf of the village at large. We are fully prepared to merge our military with Kirigakure's and share intelligence on the condition that Kirigakure grant some economic support until we get back on our feet."

Saizo turned to Ryou. "Ryou-kun, inform Shizune-sama that Utakata has arrived and that relationships with Sand have gone sour as planned. And ask her to dispatch a medic here ASAP; I'd prefer my left arm remain broken for as short a time as possible."

Saizo turned back to Utakata, executing another short bow. "Utakata-sama, seeing as you're the commander of Kiri's military forces under the Iron Treaty, is my proposal agreeable to you?"

 

OOC: The 'Iron Treaty' is the treaty that outlined the premise of this RP- villages can only wage war through a Jinchuriki and its squad. It's called the 'Iron Treaty' due to the location of its ratification- The Land of Iron.

"Nice to meet you. My name is Kousen Ishiru." Kousen said to Saizo. "Nice to meet you as well." Utakata said and then listened to Saizo as he began talking. After Utakata had heard everything that Saizo had said, he nodded his head. "Everything sounds okay to me. The Mizukage would be glad to join with Konohakagure's military. We would also be glad to grant you some of our economic support. Konoha has been known for helping Kiri out so many times." Utakata said. Kousen shifted his hands in his pockets and then looked around. "Will that guy be coming back? He seemed to talk too much." Kousen said. "Do we get to come inside the village now?" Kousen asked.

Saizo, satisfied that he'd exercised sufficient ettiquette, beckoned to Kousen and Utakata. "Of course. Follow me. And Ryou may seem talkative, but he's highly competent. I'm sure Tsunade-sama wouldn't have prioritized a shinobi from another village, let alone a minor one like Getsugakure, over shinobi like Kakashi-san unless he was highly competent."

Saizo turned to where Naruto and Kiyoshi had picked up the note. "That's Hyuuga Kiyoshi of the ever-overentitled Main Clan and our relatively incompetent Jinchuuriki, Uzumaki Naruto. Kiyoshi grew up as sheltered and pampered as any member of the Main Hyuuga Clan, and her family used a few political favors to get her a position on the squad. She has yet to prove her competence. Naruto, on the other hand, is almost completely inept and would be unable to perform a single jutsu if not for the massive chakra reserves of the Nine-Tails." Saizo turned back to face Utakata. "Now you know why we need military assistance. It would also be beneficial if you could train Naruto in Bijuu interaction, although I don't mean to impose."

Kousen and Utakata followed after Saizo, looking around as they walked. "Oh no, I meant that shinobi from Suna. The one that left with the Kazekage." Kousen said. They listened as Saizo introduced them to Kiyoshi and to Naruto. "Nice to meet you both." Kousen and Utakata said at the same time. They looked at each other, surprised that they had said the same thing at the same time. "Sorry." Kousen said. "Nice to meet you both. I am Utakata, Jinchuuriki of the Rokubi." Utakata said. "I'm Kousen Ishiru. His bodyguard." Kousen said. Utakata then looked at Saizo and then at Naruto. "There isn't much I can do now to teach him to control his bijuu. It takes patience and years of training. The bijuu and the host must eventually learn that they need to work together to survive." Utakata said. He then looked at Naruto. "The Kyuubi is one of the harder ones though. I don't think he's realized that he can't continue to try to control his host. I will help you with what I can sometime later Uzumaki Naruto. For now, I must speak with the Hokage on the matters at hand." Utakata said. While Utakata talked to Naruto and the others, Kousen stood looking around the area. "The village looks nice. It's not so....foggy like Kiri." Kousen said with a half hearted chuckle.

IC: Due to Ken's impatiency in being stuck there one medical nin had Used Mystical Palm Technique speeding up the process greatly as it healed the wounds. Ken walks outside looking towards the gate "damned leaf ninja, just after i had proposed a truce they go and attack me.. Naruto better explain something when he gets here". Ken jumps onto a rooftop running along them then up to the top of the Kazekage's mansion sitting with Gaara. "and now we wait for the Nine-Tail Kyuubi Host right?" Ken asks answered by a simple "yes" from Gaara as they both weren't moving as they sat in wait of Leaf's Jinchuuriki and the Ninja he brought with him.

Titanking, summary of recent events: Ken Uchiha (ANBU_Leader) came to Konoha to arrange a truce, but Saizo attacked him and drove him away on orders from Tsunade, who wants to avoid being allied with villages that only have weaker Bijuu (like the One-Tailed Shukaku). Ken returned to Suna, dropping a note asking Naruto to come meet him. Utakata and Kousen are negotiating a treaty with Saizo, who is Konoha's military commander under the 'Iron Treaty'. The 'Iron Treaty' is something I came up with; It's a treaty written in the Land of Iron that describes the rules of this war: Wars can only be waged by one Jinchuuriki and their squad. Currently, Utakata is talking to Naruto & Kiyoshi and Kousen is talking to Saizo.

Also, a question for Hirikiri: Are Yagura or Yugito part of different villages than Kumo and Kiri? I ask this because if not, then Kumo and Kiri each have 2 Jinchuuriki.

 

IC: "I hope to see Kirigakure one day. I've heard great things about the combat abilities of your swordsmen; maybe I could learn a thing or two from them." Saizo turned away from Kousen. "Excuse me for a moment." He strode over to where Utakata was talking to Naruto and Kiyoshi, stopping beside Utakata. "Naruto, what did the note from Gaara say? And don't try to lie to me; We both know you're not that good."

"Kirigakure is nice, don't get me wrong, but it can be a little too misty at times." Kousen said. When he heard Saizo's comment about the Swordsmen of the Mist, he lifted up his arms and brought his cloak aside, revealing the four katana that he wore strapped to his waist. I was hunting a rogue Kiri shinobi once who decided to take a stop in the Land of Iron. Long story short, after I took him out I decided to stay awhile and learn their art of swordsmanship and became a samurai. I'd say their training is more rigorous than the training of the Seven Mist Swordsmen." Kousen said. "If you want, I could teach you some things whenever." he added. He then shifted his hands back into his cloak and covered up the protruding hilts. "Alright." Kousen said when Saizo excused himself. He put his hands in his pockets and stood there waiting, wondering what they were talking about. He heard small parts of it, and so he decided to walk over and find out. He now stood just near to Utakata and listened as well.

Saizo decided to dispense with conversation rather than wait for Naruto's minuscule brain to finish processing what he'd said. He ripped the note from Naruto's hands, turning away to read it.

Once finished, Saizo ripped the note in two. "Naruto, you are not going to Sunagakure. We have strict orders from Tsunade-sama to avoid allying ourselves with Suna and Iwa. Their Jinchuuriki are too weak to be worth allying ourselves with. Suna is the only village with only one Jinchuuriki besides Konoha, and I shouldn't even have to explain why working with the Lava Jinchuuriki is a bad idea when there's another village with two Water Bijuu. Tsunade-sama is busy, and I'm not going to let you waste her time with a suicidal request. Do not go to Sunagakure."

Naruto looked at Saizo as he took the not "Like im going to listen to some kid that thinks he is so great". He looked at Kiyoshi "All Uchiha's think that they are so great and unbeatable". he walks towards Kiyoshi and placed his hand on her "well im going so what about you?". She looked ad saizo then turned towards naruto "I am going to follow you no matter where you go". naturo smiled then looked but at Saizo with a serious face "you got a problem with that?!"

OOC: If you think about it, what Saizo is saying actually makes sense. Suna only has one demon, and it's the 1-tail. All the other villages have at least 2 demons except Konoha, which has the strongest one. As I said, the Shukaku is helpless against a truly powerful fire-user (let alone any of the other demons), as it can't control glass. It would be tactical suicide to try to help Suna. If Naruto were to leave the village for that long, a single Jinchuuriki could potentially wipe it out.

And I mean no offense to you personally when Saizo insults Naruto's intelligence; Saizo just thinks he's an idiot. I'm attacking Naruto, not you.

 

IC: Saizo's brow deepened, the tomoe of his eyes whirling. He hadn't been angry enough for it to register on his face in four years. Danzo would be mad.

Now Saizo's voice took on an eerie monotone that only occurred when he was truly enraged. "You arrogant, self-righteous dolt. You actually think you understand all of us because you trained with one of us. Well, let me tell you something. Us Uchiha don't all think we're 'so great and unbeatable'. If we did, then Itachi wouldn't have given up everything he loved to protect your precious Konoha, and Izuna wouldn't have sacrificed his eyes to help his brother end the great war. Sasuke and Ken are just a pair of arrogant egotists who happen to have Sharingan. And if I thought I was 'so great', I wouldn't be bothering to keep you from doing something stupid, because Konoha needs you to win this war."

 

Saizo's voice took on a placatory tone, his brow softening. "I know that Gaara's a friend, and I know how painful it is to lose a friend, trust me." A single tear pricked at Saizo's right eye. He dug the hilt of his Katana into his wrist. "But Naruto, you can't let your emotions control you. I am being completely serious when I say that going to visit Gaara could get us all killed, not to mention the rest of the village. I know that you want to help your friend, but I can't let you put everyone in Konoha at risk."

 

Saizo unsheathed his two swords. "So, to answer your question, Naruto, I do have a problem with you going, because by going, you disobey a direct order and put everyone you know at risk, as well as Kiyoshi's entire family. And I'm not about to let you do that, especially given that Kiyoshi's right- it could be a trap."

 

Saizo turned his head to face Utakata and Kousen. "Utakata-sama, Kousen-sama, if you two could back me up on this, it would be greatly appreciated. I know that you took a great risk in leaving Yagura-sama to guard your village alone, and I'm sure you'd like to be back as soon as possible. If you could help me resolve this matter, we'd be able to move to negotiations more quickly."

"May I see Shizune-san, please?" Ryou asked an ANBU as he arrived at Hokage Tower, having followed Saizo's orders, albeit reluctantly. The man nodded silently and stepped aside, letting him in. Striding inside, he searched for the hokage's office. After 5 minutes of sprinting(he got lost and panicked), he finally reached his destination. Knocking on the door, he awaited conformation.

 

"Come in!" a female voice called, and he opened the door. Upon entering, he found both women he needed to see; the fifth Hokage and her assistant. "Ah, Ryou-san," Tsunade greeted, then raised an amused eyebrow as her eyes traveled to his still bare upper body. "And you have no shirt on...why...?" She asked curiously.

 

"Oh!" Ryou exclaimed, blushing slightly and avoiding eye contact. "I, uh, got into a fight and, uh, figured if I had to get serious I, uh, might have to use my ability." He stuttered out. Tsunade smirked slightly at the teen's embarrassment.

 

"Anyway, what are you here for?"

 

"Reporting, Tsunade-sama," Ryou said, after bowing, now serious.. The woman nodded for him to continue. "Utakata-san, jinchuuriki to the 6-tails, has arrived in Konoha and is currently discussing a treaty with Saizo-san, who also needs medical attention for a broken arm." At the last comment, he glanced towards Shizune, who nodded and walked outside to gather a medical team.

 

"Good," Tsunade said, her elbows on her desk and her fingers intertwined, covering her mouth and chin. "Continue."

 

"As you predicted," Ryou continued. "Relations with Suna have deteriorated due to... a surprise." Tsunade's eyebrow raised.

 

"Surprise?" she inquired, intrigued.

 

"Yes," the male shinobi responded. "It seems that Suna now has an Uchiha on their side, I believe his name was Ken." At this, Tsunade's eyes narrowed, meaning she knew who he was talking about.

 

"Thank you, you may go now." Tsunade dismissed him. Ryou nodded and left.

 

"What'd I miss?" Ryou asked, appearing with the group of shinobi again.

Utakata listened to the conversation as did Kousen. Utakata then sighed, closing his eyes. He opened them and then looked towards Naruto. "He is right. It wouldn't be very smart of you to go to Suna. If the Kazekaga wanted to discuss making a treaty with Konoha, he could have done it here, infront of all of us, me included. I see no point in him wanting to talk to you alone unless he was up to somethinng." Utakata said. "Why does he want to talk to Naruto alone anyway? If he wanted to make a treaty, he should have said it here and Kirigakure could have allied with him as well." Kousen added in. "I don't trust him. Especially after seeing him help a shinobi of his exact revenge. A Kage should never do that. He should have stopped the fight instead of helping it along." Kousen said. Kousen then turned towards Naruto and watched his next move. "I agree with Saizo. You'd be falling into a trap if you went. but this is just my opinion." Kousen said. "Don't worry about it Saizo. Yagura-san is a very strong shinobi, it would take alot to bring him down. If he was risking his own safety, I don't think he would have sent us to make this treaty. I am sure he will be okay." Utakata said.

Ken stands as Gaara creates another cloud made of sand only to float to the ground as this time they walked, through the desert. "Ken, stay with the village incase of attack use every power you have to keep it safe". Gaara then walks through the desert as Ken returns to Sunagakure's Gate. Gaara's facial expression showed that of slight anger but more of a realization, "that one who attacked Ken, the leaf shinobi will probably try to stop Naruto-sama anyway and well i guess i should apologise for letting Ken exact revenge but the leaf shinobi needs to know that he should not attack Nin regardless of their position when trying to make peace". Gaara then raises on a cloud of sand sitting upon it as it floats over the forest then slowly down above the Forest of Wind. "If I am to send Ken again i have to teach him to be more understanding of how the village would have felt at him becoming a rogue, until then he shall stay at the village atleast then i can avoid this hanppenning again". Gaara lands then walking fowards very slowly over towards Konohagakure, obviously unarmed.

Naruto Clinched his fist and looked at Saizo "Lets go then but just so you know I will not go easy on you" he then looked at Utakata i have no wish to fight you at all but it will if i have to. Kyoshi looked around before laying her eyes back on naruto "Are you sure about this?" she asked naruto looked at her "of course this guy is getting on my nerves." she looks at Saizo then Kousen "if you try anything i wont hesitate to attack" she starts to activate her Byakugan but stops wait i can use it now. she turns and waits to see what happens

"Do as you wish. I'm not stopping you. It's better for you to learn your lesson the hard way." Utakata said, sighing and closing his eyes. He then folded his arms across his chest and stood there, still waiting to meet with the Hokage. "You can't be serious. No offense, but you shouldn't get any ideas in your head of attacking a Hunter-nin ANBU. Let alone one that is a samurai. You'll be sliced to bits before you could even gather chakra for your Gentle Fist style." Kousen said. Even though his face couldn't be seen because of the mask he wore, he had a serious expression on his face. He didn't like threats, especially ones that couldn't be backed up. "Calm down Kousen. Let him go if he wants. He'll learn in the end." Utakata said. "Alright Utakata-sama." Kousen said and returned to his laid back posture with his hands in his pockets. "I won't do anything." Kousen muttered.

Naruto looked at Utakata "if you want to see the Hokage then go no ones stopping you from going". he then looks at Kousen then back at Kyoshi noticing that he mood has changed. "I hate when people think that a higher rank makes them better then someone else". she clinches he fist "A what makes you think a im not the same rank as you or higher". he charka starts to build up on her palms. Naruto walks over to her and places his hand on her "It's ok some people just think rank decides how strong you are".

OOC: Why are you taking everything personally? Also, rank does decide power. Can a genin beat a Hokage? Naruto is an exception to the rank thing though since he left the village and so couldn't be promoted.

 

IC: "Do not insult my body guard." Utakata said, his eyes still closed. Kousen stared up at the sky and sighed. "You're not." Kousen said. He wasn't going to get into how he knew. He could just tell. Hunter-nin were forced to learn alot, mainly of their opponent's anatomy since they were hunters sent out to assassinate the village rogue's. He was also a samurai, who had been trained harshly to get to where he is now. Kousen had fought Utakata before and they had nearly tied, and Utakata was a jinchuuriki. "Answer this for yourself. Why would Kirigakure send me alone to body guard Utakata-sama if I could not prove my strength with more than words?" Kousen asked. That was all that he needed to say after all. The village would have been crazy to send out only one person to guard a jinchuuriki, and that alone was testament to Kousen's powers.

IC: Kyoshi breathed out while thinking I cant let my anger get the best of me. she looks at Utakata then at Kousen "Their are only 3 people in this village who know my rank so I'm sure you don't". Naruto then looks at Kyoshi "Wait what is you rank then.....Never mind i don't want to know. he turns back to Utakata "if you want to go see the Hokage go im sure you need to talk".

"I never said I did. Like I said before, me being the only one here as body guard is testament to my abilities." Kousen said, still staring at the sky. Utakata stood there with his eyes still closed, seeming to be thinking deeply about something. "I can wait." he mumbled. "Saizo, does the Hokage want us to come to her or do we go to her?" Kousen asked. He then stopped looking up at the sky and sighed once again. He was only putting in input and now they were getting rash. He was young, but his experience as a hunter-nin and samurai gave him some knowledge, so he knew what he was talking about.

"As I said earlier, Hokage-Sama is, regrettably, otherwise occupied." Saizo flickered briefly, appearing on the other side of Kiyoshi and Naruto, two yards away from them. "However, once this situation is resolved, I'm sure we can draw up some documents. They do need Hokage-Sama's stamp of approval, but that can wait." Saizo's broken arm trembled slightly. If not for Danzo's 'enhanced training', he wouldn't know how to hold the broken bones in place with Chakra. Once that was accomplished, the only obstacle was pain... and Danzo had taught him enough of that.

"I believe Ryou sent for Shizune to tend to my arm; since she's Hokage-Sama's assistant, she can bring the documents back to her," Saizo cast a glare at Naruto, "and inform Naruto and Kiyoshi of their error. I understand your decision to keep yourselves out of this dispute; I guess I'll just hold these two here until Shizune-chan and Ryou return."

 

OOC: Saizo's 'holding-bones-in-place' is not a jutsu; it's just precise chakra concentration, akin to how Sasuke concentrated chakra to his feet in the Haku fight.

"Yo!" Ryou called happily, appearing a few feet away from the group, Shizune materializing next to him a mere few seconds later. "I'm back, and I've got a medic!" He said jokingly, completely oblivious to the tense atmosphere present. "...What'd I miss?" he asked cautiously, seeing nearly everyone looking at him with disbelieving expressions. He then noticed the intensity in the air. "You guys aren't gonna fight, are you? What's this about?" He felt slightly embarrassed for two reasons, 1) he was still shirtless and 2) He was completely out of the loop, so he had no idea of what was going on.

Saizo stuck his Katana in the ground and beckoned to Shizune. "Shizune-Chan, my right arm is broken. Can you heal it, please?" As Shizune rushed over and began tending to his arm, Saizo turned to Ryou. "Ryou, Naruto and Kiyoshi want to go meet with Gaara. Now, not only is this against Hokage-Sama's orders, it's also reckless and irresponsible. If Naruto leaves, there won't be a Konoha Jinchuuriki to guard the village against possible attack. Help me convince them that this is a bad idea, please."

"Oh," Ryou said, looking at Naruto and Kyoshi, then back to Saizo, and back again at the other two. "Saizo-san's right, guys, if you go to Suna to meet with Gaara, which Tsunade-sama specifically said NOT to do, that would leave Konoha without a jinchuuriki. What if Konoha was attacked while we were gone, assuming we went? It'd take us more than a day to get back. I'm sorry, actually, no I'm not, but we can't let you go." His body tensed slightly, in case they actually had to fight.

Gaara walks up a few feet behind Ryou, "i am of no threat to Naruto-san, after all it's only my Uchiha you have to worry about, he's the one who may wish harm upon others no matter their importance". Gaara then looks up at Naruto "I'm sorry about his arm but he attacked someone sent only to propose a alliance after all..". Gaara then looks towards Saizo " I really am sorry about that.. but if it didn't happen you will have probably followed us and tried to attack again, wouldn't you?, I also agree that Naruto-sama shouldn't leave the village luckily I can trust my best against most attackers". Gaara then steps back a wall appearing infront of him with a slight hole in it with a view of his head "I'm sorry but i don't trust you all quite yet.. Mya i propose an alliance if not atleast a temporary ceasefire, it would give me time to help get Ken less aggressive and may help in any attempt to end this war.." Gaara says, his voice only just heard by thse furthest from him.

OOC: Okay, WHAT?! The trip from Suna to Konoha takes at least two days, and I can see that Gaara's sand helps him travel faster, but he can't travel to Konoha to Suna and back within the span of 5-7 minutes, that's G-modding and cheap. I'm going to ignore this and continue.

 

Suddenly something small and fast smashed into the shield, drilling a cone shaped dent less than a centimeter away from Gaara's face. as the projectile slowed down, it was revealed to be something white. A bone. "Sorry, Gaara-san," Ryou replied menacingly, his right hand pointed in the shape of a gun and fingers aimed at the Ichibi jinchuuriki. "But Konoha's treaty with Sunagakure is officially non-existant. We are on orders to attack on sight." he smirked darkly, drawing his swords. "Sorry, Naruto-sempai, Kyoshi-san, actually no, I'm not," he said, his twin hook swords now glowing with lightning-release chakra. "Saizo-san, you wanna join in this, too?"

 

OOC: Gaara should be thoroughly freaked out by now, considering he's facing a person with the same kekkei genkai as a person that nearly KILLED him! Though I can't control your characters, I'm merely stating that this would definitely be his reaction.
