well, first you can destroy a monster by paying 1000 life points which is alot but it could be a strong monster like BEWD or gate gaurdian or even a god card for a low price. second, it has really high atk and def and you only need too tribute 1 monster even though you need 3 fish or sea surpant type monsters on the field, it has 2400 atk. last, it's effect is activated every time your destroy a level 4 or higher monster. that's why i think it's op'ed.

Dude what are the chances to your opponent have a so strong card in their hand? These are low already! And you would still have to CHOOSE the right card! It would make almost impossible to destroy Gate Guardian or any of these strong monsters!

Anyway.

OK, firstly, I didn't say you were choosing favourites. Just saying that some people do.

Secondly:

Paying 1000 Life points to destroy a RANDOM CARD(very good chance that it isn't a monster, even better chance it isn't BEWD or a God card. If BEWD is in your hand, then that's just lucky)is actually a good deal.

With 2400 ATK it can be defeated by, for one of the many examples, Frostosaurus, which is a one tribute.

If the effect is activated after it destroys a lvl 4 or higher monster, that makes it balanced. Since a lot of cards effect's activate during phases.

Exactly, then well done for you since you made up that combo.

If he does that then too bad for you.

You can't call the card OP if you need another card to make it OP.

And even then, if you have more than one card in your hand, his choice MUST still be random.
