I'll be using a Cyndaquil as well. But they majorly beefed up his Scyther. It's level 17, has insane attack and speed, it uses U-Turn a lot, and he heals it often. (He's the only Gym Leader/Elite Four member to use items on his Poke'mon that aren't active.)

Anyway, yeah, he's really beefy. I believe his Scyther knows U-Turn, Fury Cutter, Focus Energy, and probably Double Team or something like that. I know for a fact that the first 3 are correct though. Anyway, he also has a level 15 Metapod and a level 15 Kakuna which he uses as shields whiel he heals his Scyther. If you're going to win, you'll need to hit it fast and hard with a Rock, Fire, Flying, or Electric move and hope you take it down in one hit or that you've already wiped out his shields.

I still say that Whitneys Miltank is going to be harder then the Scyther.

 

The Miltank is juiced up about 3 or 4 levels from what level it was in the regular GBA Johto games. And now it has Milk Drink. Meaning it heals half it's health whenever it wants.

 

I saw some walkthrough, and this guys Level 29 Quilava lost against the Miltank. I died of laughter. It wouldn't stop using Milk Drink, and right when he decided to use a Status Attack, it used Rollout.

I'm going to catch a Drowzee to trade for a Machop, raise it up to a Machoke, trade it and trade it back, and send my Machamp out into battle against her Cleafairy. (Which are great to set up against since it's only offensive moves are Double Slap and Metronome.) I'll use 2 or 3 "X-Attacks" which will raise my Machamps attack by 50%, then 50% of that, and then another 50% of that. Meaning I can Low Kick/Karate Chop her Miltank in one hit.

My main team is going to be the following:

 

Ampharos (Mareep can be caught before facing Falkner this time through.)

Typhlosion (Starter for Johto)

Machamp (Able to get a Machop for a Drowzee)

Pidgeot (Pidgeys on the first route)

Dragonite (Dratini is in the Dragon's Den)

Generic HM Slave

 

And that team can handle everything as far as I'm seeing.
